Community Service Referral Agencies

These resources are for Community Service Referral Agencies (CSRA) interested in participating in CRCS as an approved CSRA.

What You Need To Know

Pursuant to Section 20 of the CRCS Policies and Procedures, your CSRA’s application must be received by the Los Angeles County Development Authority no later than Tuesday, January 7, 2020, at 5:00 P.M. Application packets must be addressed to the following:

Los Angeles County Development Authority
Traffic Administration Services
700 West Main Street, Alhambra, CA 91801

You will have the opportunity to request an individual meeting with the County after you have attended the mandatory meeting. Please contact the County to schedule a meeting at 800-555-4452, or by email at crcs@lacda.org.

The County’s goal is to complete the application review within 90 days from receipt of the application. Applications will be processed individually and on a “first in, first out,” basis.

The County will notify each applicant in writing once their application is approved and will schedule a compliance verification inspection of each of your locations pursuant to Section 20.5 of the CRCS Policies and Procedures. Your CSRA will then be required to secure a surety bond within 10 business days from the date of notification, pursuant to Section 17 of the CRCS Policies and Procedures.

No. Your CSRA will remain on the CSRA List pending approval of your CSRA’s application and you may continue to provide services to court defendants.

No. In order for your CSRA to be included on the CSRA List, the County must (1) approve your CSRA application; (2) secure a fully-executed Monitoring Agreement; (3) conduct a compliance verification inspection of your CSRA business locations with no non-compliance findings; and (4) have on file proof of your surety bond pursuant to Section 17 of the CRCS Policies and Procedures.

Each CSRA shall be approved for a term of two years commencing on the date of execution of the monitoring agreement. Please note that the monitoring agreement is fully executed on the date the County portion of the Agreement has been executed. After the initial term of two years, your CSRA must apply for renewal, pursuant to Section 20.8 of the CRCS Policies and Procedures.
